MD. Tariq Hasan

Mr. Hassan started his career as a civil servant by joining the National Board of Revenue (NBR), Ministry of Finance as an Assistant Commissioner back in 2011. Since then, he has worked in different field offices underthe NBR where he performed mostly administrative roles as a revenue official to enforce the tax laws and collect revenue. He assumed his role as the Second Secretary (VAT Policy) at the NBR headquarter in May2016. His responsibility includes conducting economic cost benefit analysis and analysing the impact of any change in the fiscal laws related to imposition or exemption of duty and taxes on the market dynamics and trade as a whole through simulation and modelling in order to prepare policy briefs for adopting evidence based tax policy and enforcement strategy. As a core member of the NBR’s policy and budget team, he has been responsible for preparing sectorial reports that will help in making any policy changes related to the tariff and duty structure during the annual budget declaration. Currently he is working closely with the WorldBank team and other development partners for preparing a Medium-Term Revenue Strategy (MTRS) for NBR for efficient domestic resource mobilization under the Public Financial Management Action Plan 2018-2023 adopted by the Ministry of Finance.While working at the National Board of Revenue, Mr Hassan has played significant role in shaping new fiscal policies and regulations in Bangladesh. His team was instrumental in introducing revisions to the new Value Added Tax (VAT) and Supplementary Duty Act’ 2012 which led to its implementation in 2019. He has been involved in introducing policy changes to attract foreign investment, which resulted in several international manufacturing companies establishing a manufacturing presence in Bangladesh. Mr. Hassan has been involved in developing a long-term tobacco taxation policy in Bangladesh with the help of experts from the World health Organization.

Mr. Hassan holds a Bachelor degree in Computer Science and Engineering and a Master of Business Administration from the Institute of Business Administration, University of Dhaka, Bangladesh. He alsopursued a second Master degree in International and Development Economics from the Australian National University. In his professional career, Mr. Hassan took part in various domestic and international trainings and workshops related to revenue administration and trade facilitation. Some of the highlights of these are“Specialty Programme on VAT/GST Fraud” from the OECD International Academy for Tax Crime Investigation, “Exchange of Information as a tool to combat tax evasion” from the OECD Korea Tax Policy Center, “RA-VAT Gap Analysis” from the IMF Institute, Washington DC, USA, “WTO Trade Facilitation Agreement” from the World Customs Organization, “Transfer Pricing” from the OECD etc. Mr. Hassan is also a member of the Golden Key International Honour Society and International Network of Customs Universities (INCU), Canberra, Australia.Mr. Hassan has published in the World Customs Journal on the determinants and constraints of Bangladesh’s export market and on the Impact of trade openness in labour intensive full package manufacturing industries of readymade garments sector of Bangladesh in the Customs Scientific Journal.He has also co-authored a research report on “ Economics of Tobacco Taxation in Bangladesh” which has been published by the Brac Institute of Governance and Development in close collaboration with the University of Illinois, Chicago, USA and another research report titled “The revenue and employment outcome of biri taxation in Bangladesh” published by the National Board of Revenue. He recently coauthored a very popular book on VAT namely “ব্যব্সায় ভ্যাট আইনের প্রনয়াগ” outlining the new VAT laws for stakeholder practitioners and also occasionally writes opinion pieces on various contemporary socioeconomic issues in the renowned national daily newspapers.

As part of his professional and social commitment to raise awareness about the tax culture and increasetax compliance in Bangladesh, Mr. Hassan regularly conducts training on various fiscal issues. He is also a part-time faculty at the Institute of Cost and Management Accountants of Bangladesh (ICMAB) and a guest faculty at the United International University where he teaches the Post Graduate Diploma in Tax Management Course.
